some times the irregularities take major accidents. secondly the duties are very sensitive.there are responsibility and accountability. if the court has decided the matter but some times subordinates are not disciplined and obedient. they are so irresponsible that they do not obey the orders of superior . when incidence occurs so responsibility imposed on the officers. it is the time to consider on the matter and disciplined duty is needed.
